THE OPENING CEREMONY OF THE INTERNATIONAL FORUM ON "QUALITY ASSURANCE AND ENHANCEMENT IN HIGHER EDUCATION", ORGANISED BY TKTA TOOK PLACE
The opening ceremony of the International Forum on "Quality Assurance and Enhancement in Higher Education", organised by the Quality Assurance Agency in Education (TKTA), took place on 18 May 2023 at the Marriott Boulevard Hotel in Baku.
The forum was also attended by the representatives of the Educational Student Loan Fund.
The main purpose of the forum was to discuss the importance of independence and responsibility in the process of external quality assurance, stakeholder involvement in the process of external quality assurance as well as learning the best practices in this field.
Dr. Ulker Sattarova, Chairperson of the TKTA Management Board informed the participants of the event about the work done by the agency in the area of quality assurance during the first forum, the results achieved, as well as cooperation with international donors and future plans to strengthen the capacity of the agency.
First of all, one of the keynote speakers, Mr. Idris Isayev, Deputy Minister of Science and Education of the Republic of Azerbaijan, informed the participants about the steps taken to assure quality in higher education in Azerbaijan.
Mr. Idris Isayev continued his presentation by outlining the approaches taken in preparing the "Criteria for Evaluation of Institutional and Programme Accreditation of Higher Education Institutions" and their contribution to higher education institutions. At the same time, the Deputy Minister informed the forum participants about the ongoing work on digitalization of the accreditation process as one of the main tasks for the future, noting that the process of accreditation assessment of higher education institutions will soon be digitally managed. In conclusion, Idris Isayev underlined that the international forum organised by TKTA covered pressing issues of quality assurance in higher education. The invitation of leading foreign agencies and renowned international experts to the forum gave special significance to the event.
The keynote speakers of the first day of the two-day conference were Ms.Magali Soenen, Director of the European Quality Assurance Register for Higher Education (EQAR), one of the leading international organizations in Europe and worldwide in the field of quality assurance; Ms. Daniela Cristina Ghitulica, Director General of the Romanian Agency for Quality Assurance in Higher Education (ARACIS) and Vice President of the European Association for Quality Assurance in Higher Education(ENQA); Dr. Franci Demsar, Director of the Slovenian Quality Assurance Agency (SQAA/NAKVIS) and President of the Central and Eastern European Quality Network of Quality Assurance Agencies in Higher Education (CEENQA).
At the same time, the panel discussions were moderated by Prof. Dr. Olgun Çiçek Vice President of the Central and Eastern European Quality Assurance Agencies for Higher Education (CEENQA)and Board Member of the International Network for Quality Assurance Agencies in Higher Education (INQAAHE); Mr. Nijat Mammadli, Advisor to the Minister of Science and Education of the Republic of Azerbaijan; Mr. Luut Kroes, Director of the Dutch Department of the Accreditation Organization of the Netherlands and Flanders (NVAO); Mr. Hendrik Martijns, Director of Higher Education at the Dutch Inspectorate of Education, Mr. Ronny Heintze, Deputy Director of the Agency for Quality Assurance through Accreditation of Study Programmes (AQAS), Prof. Dr. Wim Groot from Maastricht and Dr. Jelena Arsenijevic from Utrecht University exchanged views on the design of educational programmes, the importance of student representation in External Quality Assurance, approaches and strategies used to ensure problem-based learning and answered questions from participants.
