About Us

The Educational Student Loan Fund was established under the Ministry of Science and Education of the Republic of Azerbaijan by the Decree № 1367 of President Ilham Aliyev dated June 17, 2021. The procedure for granting student loans through the Fund was approved by Decree No. 226 of the Cabinet of Ministers of the Republic of Azerbaijan, dated July 24, 2021.

Our History

The Educational Student Loan Fund was established under the Ministry of Science and Education of the Republic of Azerbaijan by President Ilham Aliyev's Decree No. 1367 of 17 June 2021. The procedure of granting student loans through the Fund was approved by Resolutions No. 226 of the Cabinet of Ministers of the Republic of Azerbaijan dated July 24, 2021.

Mission

Our mission is to provide access to education, create equal opportunities in education and broaden the scope of education by introducing a system of educational student loans.

Vision

Our vision is to achieve high quality and accessible education by becoming the main provider of education funding on a concessionary basis.

1. What is the scope of the student education loan, and which students are eligible to apply?

Citizens of the Republic of Azerbaijan studying at state and private educational institutions officially operating in the country at the bachelor’s level of higher education (including basic higher medical education), master’s level (including residency), secondary specialized education, as well as at the technical and higher technical vocational education levels, are eligible to apply.
The Student Education Loan (TTK) is granted to citizens enrolled in full-time and paid (tuition-based) education within the normative study period (8 semesters). At the time of application, the student must not have any academic debt (failed courses) from the previous semester.

2. What types of student education loans are available?

Social (annual rate 2%) and Standard (annual rate 6%).

3. Which students are eligible to benefit from the Social Student Education Loan?

Eligible categories for the Social Student Education Loan include:

Members of families receiving targeted state social assistance;

Persons with disabilities of Group III (31–60% impairment of body functions);

Those receiving a labor pension due to the loss of a breadwinner;

Those receiving a social allowance due to the loss of a breadwinner;

Persons awarded the title of “War Veteran” for participation in combat operations for the territorial integrity of the Republic of Azerbaijan (when pursuing additional higher, secondary specialized, or higher technical vocational education);

Students whose both parents (or the single parent/legal guardian, if applicable) fall into the following categories:
• persons with disabilities of Group I or II (61–100% impairment of body functions);
• officially registered as unemployed;
• recipients of an old-age labor pension;
• recipients of an old-age social allowance;
• recipients of a pension due to the loss of a breadwinner;
• recipients of the Presidential stipend for caring for persons with 81–100% impairment of body functions or for children with disabilities under 18 years of age;
• cases where one parent is serving a sentence of imprisonment (fixed-term, life, or restriction of freedom) and the other parent belongs to one of the above-mentioned categories.

Note: The student must not have any academic debt (failed subjects/modules) in the semester preceding the one for which the loan is granted.
