Student Education Loan Fund – 5 Years of Activity
The Student Education Loan Fund is celebrating the 5th anniversary of its establishment. The Fund was created by Decree No. 1367 signed by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, on June 17, 2021. Operating under the Ministry of Science and Education, the Fund is one of the country's key mechanisms for ensuring access to education and promoting equal opportunities in education.
The Fund's primary mission is to provide access to all levels of education for young people from socially vulnerable families who aspire to pursue their education. Through its activities, the Fund has financed the tuition fees of thousands of students, reduced the financial burden on hundreds of families, and made a significant contribution to the development of the country's human capital.
The fact that loan repayments are not required during the period of study allows students to focus entirely on their education and academic performance. Under the existing regulations, a loan forgiveness mechanism is applied for students who demonstrate high academic achievement. To date, a 50 percent forgiveness has been granted for 691 social student loans, while a 25 percent forgiveness has been applied to 1,684 standard student loans. As a result, more than 766 thousand AZN has been forgiven in favor of students.
Since its establishment, more than 100,000 applications have been submitted through the e-ttkf.edu.az portal, of which over 85,000 have been formalized. This indicates that approximately 85 percent of applications have resulted in a positive outcome and serves as an important indicator of the effectiveness of the mechanism.
Of all formalized loan agreements, 35 percent account for social student loans and 65 percent for standard student loans. Based on the distribution by education level, 69 percent of agreements were concluded with bachelor's students, 23 percent with master's students, 7 percent with secondary specialized education students, and 1 percent with vocational education students.
One of the key indicators reflecting the social impact of the Fund's activities is gender distribution. Sixty-four percent of loan agreements have been formalized for female students, while 36 percent have been formalized for male students. This demonstrates the Fund's significant role in expanding access to higher education, particularly for girls and young women.
Over the past five years, more than 80 million AZN in loan funds has been allocated, with more than 78 million AZN transferred directly to the accounts of educational institutions. Approximately 48 million AZN of the allocated funds consisted of standard student loans, nearly 30 million AZN of social student loans, and more than 1.9 million AZN in insurance payments.
One of the Fund's priorities is increasing public awareness about student education loans. To this end, large-scale awareness campaigns have been conducted in various regions of the country. Since its establishment, more than 100,000 school students, applicants, university students, parents, teachers, and academic staff have participated in meetings and information sessions organized by the Fund.
The Fund has also implemented projects aimed at supporting students' personal and professional development. Over the past five years, 35 Memorandums of Understanding have been signed, 1,981 students have participated in various training programs, 655 students and graduates have benefited from internship opportunities, and employment support has been provided to more than 375 graduates.
The Fund's activities have also received international recognition. In 2025, the Student Education Loan Fund was awarded the QS Reimagine Education Recognition Certificate for its innovative activities and student-centered approach. Considered one of the world's most prestigious recognition mechanisms in the field of educational innovation, this certificate confirms that the Fund's operational model complies with international standards.
Today, the Fund's five-year performance is reflected in more than 84,000 student loan agreements, over 80 million AZN in financial support, more than 100,000 participants in awareness-raising activities, and internationally recognized achievements. These figures are not merely statistics; they represent the realization of the educational aspirations of thousands of young people.
In the years ahead, expanding access to education, strengthening international cooperation, improving digital services, and increasing student satisfaction will remain among the Fund's key priorities.
