DOST 2023: A unified platform for flexible, innovative, and sustainable services.
On the occasion of the 100th anniversary of the National Leader Heydar Aliyev and the 5th anniversary of the establishment of the Sustainable and Operative Social Security - DOST Agency, the international conference "DOST 2023: A Unified Platform for the Provision of flexible, innovative and sustainable services" has started its work for the first time in the field of social services in Azerbaijan.
The conference, held at the Heydar Aliyev Center and lasting for two days, is attended by 50 foreign guests, 110 local participants, and 40 international organizations.
As part of the international conference "DOST 2023: A unified platform for the provision of flexible, innovative and sustainable services," an exhibition has been organized that reflects the activities of public associations and organizations in the field of social projects and services. The exhibition also includes a stand for the Education Student Loan Fund.
The Minister of Labor and Social Protection of the Population, Sahil Babayev, opened the event with an introductory speech, stating that the successful social development strategy of our country was created by the National Leader Heydar Aliyev, who established an independent Azerbaijan in the 1990s and set it on the path of long-term development. This strategy continues to evolve and develop through excellent reforms by President Ilham Aliyev.
The Minister pointed out that in the last five years, four social reform packages have been implemented based on the instructions of the head of state, and additional funding of 7 billion manats has been allocated for these reforms. Significant increases in social payments and the widespread digitization of state social services have been achieved.
It was emphasized that the concept of DOST, initiated by the First Vice President Mehriban Aliyeva, is one of the important achievements in recent years in the field of social reforms. It was stated that in DOST centers, 159 services are provided "bir pəncərədən," using innovative technologies, modern and flexible methods, and completely transparent mechanisms. DOST has formed a new brand for our country in this field.
Since 2019, the DOST Agency and 7 DOST centers have been operating, and the first Smart DOST Service Center was opened in the liberated village of Agali in Zangilan. In DOST centers, services have been provided to 1,730,000 citizens in the recent period, and citizen satisfaction with these services has reached 98.2 percent.
The successes of the " Könüllü DOST" program were highlighted. It was also noted that the DOST concept is highly appreciated at the international level, and the DOST Agency has been awarded 13 international awards and certificates (including the European Social Network's "European Social Services Award," 3 awards from the International Social Security Association, Excellence Certificates, and more), and many countries are interested in adopting the DOST experience. Overall, in Azerbaijan, over the past five years, successful social reforms have been recognized with nearly 40 international awards and certificates in the last year and the previous period.
It was mentioned that one of the goals of this conference, which creates conditions for the exchange of valuable experience based on the achieved results and brings together local and international experts, is to determine the development prospects, modern technologies, innovative solutions, and future development paths based on the wide implementation of modern technologies in the field of state social services.
In the section of honorary guests, speeches were delivered by Kristian Fillet, the President of the European Social Network, Ulvi Mehdiyev, the President of the State Agency for Public Service and Social Innovations under the President of Azerbaijan, Vladanka Andreyeva, the United Nations Resident Coordinator, and Samir Mammadov, the Deputy Minister of Digital Development and Transport.
The main goals of the event include bringing together existing experiences on a unified platform, identifying trends, increasing the recognition level of the DOST concept, informing the international community more widely about DOST services, and more.
The conference, consisting of two plenary and three parallel sessions, continues with presentations, panel discussions, and speeches by local and international experts on various topics.
