COOPERATION WEEK WITH EMPLOYERS
Even though obtaining a TSS (Tuition Student Credit) is relatively easy and systematic, the recurring problems associated with its repayment are somewhat complex and individual in nature. Keeping delayed repayment cases under strict control is characterized by the proper management of state funds for the TSSF (Tuition Student Credit Fund) and the taking of appropriate steps by the authorized bank in accordance with internal procedures. Given that the TSS is provided through state funds and the project as a whole serves the progressive goals of the state (equal opportunities in education, easy access to education for socially vulnerable population groups, etc.), the TSSF adopts a special position in its approach to debtors whose grace and deferral periods have ended.
The fact that the majority of debtors who are late or have difficulties with repayment are unemployed made close cooperation between the TSSF and labor market players inevitable. By the decision of the Board of Trustees, the Department for Work with Employers and Innovative Projects was launched in the organizational structure of the TSSF at the beginning of 2024. Since then, TSSF employees have continuously participated in career exhibitions and fairs; it has signed Memorandums of Understanding with a total of 33 organizations, including 17 private companies. As a result, 1400 students who benefited from TSS were involved in professional training (especially soft skills), 1500 students were directed to internship programs, and the TSSF supported the employment of more than 300 graduates.
The event titled "Cooperation with Employers on Career Opportunities for Graduates who Received TSS", organized by the TSSF on October 6, is also one of the purposeful complex measures carried out in this direction. Representatives from the human resources and personnel training departments of nearly 30 employer organizations, representing the state and private sectors, participated in the event and shared their opinions on the topic. During the event and afterward, new cooperation opportunities with large employers such as Kapital Bank, Avrora Group, RAM Holding, and Araz Supermarket were discussed in detail and agreed upon. An exchange of views on the directions of joint activities was also held with the representatives of the State Employment Agency and the National Confederation of Entrepreneurs (Employers) Organizations who were present at the event.
The active career centers of educational institutions also play a significant role in ensuring the employment of graduates who have benefited from the TSS. In this regard, the flexible integration of graduates from the Azerbaijan State University of Economics and the Azerbaijan Technical University into the labor market based on official contracts is commendable. Strengthening cooperation is essential to improve the graduate outcomes of other universities that have a higher number of students benefiting from the TSS. A total of more than 61 million manats have been transferred by the TSSF to the accounts of educational institutions. Of this amount, more than 37 million was allocated to standard credits, and more than 23 million to social credits. To date, the repayment of approximately 3 million manats has been carried out by students who received the TSS. Currently, the repayment period has begun for more than 6500 students who benefited from the TSS, which constitutes 51% of the total graduates.
