In order to continue the analyses conducted by the Fund to make educational student loans more accessible and expand their scope, and to explore the possibilities of applying international experience, the delegation of the TTKF visited the Republic of Kazakhstan in cooperation with relevant state bodies of foreign countries.
Within the framework of the visit, meetings were held at Turan-Astana University, Astana International University, Kazakhstan “Financial Center” and “Bolaşak” International Programs Center OJSC.
During the meeting, the counterpart was provided with detailed information about the activities of the TTKF, which is a clear example of the state care shown to education in our country, types of educational student loans, application rules, benefits, etc. Tahir Khalafov, Deputy Chairman of the Board of the Fund, stated that the Educational Student Loan Fund, which operates under the Ministry of Science and Education, is a unique opportunity for students, that the number of people benefiting from the Fund is increasing every year, and that students with high academic performance benefit from benefits.
The meeting participants were informed that student loans are transferred directly to the accounts of the institutions where students study, and students who have resolved an important issue such as tuition fees have the opportunity to focus on personal development and increasing their knowledge. It was noted that one of the most striking examples of the attention and care shown by the head of state to education is the Student Loan Fund for Education. The main goal of the Student Loan Fund for Education, established by Decree No. 1367 of the President of the Republic of Azerbaijan dated June 17, 2021, is to ensure access to education for people from low-income groups of the population, create equal opportunities in receiving education, and expand the scope of education.
Asemgul Kapenova, Vice-Rector of Turan - Astana University of the Republic of Kazakhstan, Kayrat Abdurrahmanov, Vice-Rector of Astana International University, Asgar Ibrahimov, Chairman of the Board of Directors of “Financial Center” OJSC, Abay Amandukulu, Deputy Chairman of the Board of Directors of “Bolaşak” International Programs Center OJSC, provided information on the education system of Kazakhstan, existing scholarship programs for students, and reforms carried out in this area in recent years. The officials highly appreciated the activities of the Educational Student Loan Fund and the state's care for students, and especially noted that such visits are an important opportunity to study Azerbaijan's experience in this area and apply it in their own countries.
It was noted that the Republic of Kazakhstan is implementing various projects to encourage foreign students to study here. It was noted that in the future, students from Azerbaijan are also interested in studying at universities in Kazakhstan.
During the meetings held within the framework of the visit, information was obtained on similar support mechanisms for students in the Republic of Kazakhstan, in particular, the rules, criteria and conditions for granting educational loans, and extensive exchange of views and discussions were held between the parties on the subject.
