A Report Event on the 4-Year Activities of the Student Education Loan Fund Was Held
On December 25, 2025, a report event dedicated to the 4-year activities of the Student Education Loan Fund (SELF) was held. The main purpose of the event was to present the results of the activities carried out since the establishment of the Fund and the formalization of the first applications, to share the achievements attained, and to inform the public about future goals.
The event began with the playing of the National Anthem of the Republic of Azerbaijan. This was followed by a one-minute moment of silence in memory of the martyrs who sacrificed their lives for the territorial integrity and sovereignty of the country, National Leader Heydar Aliyev, as well as those who lost their lives in the Azerbaijan Airlines aircraft accident.
Subsequently, a video presentation showcasing the Fund’s activities over the past four years, the results achieved, and the support provided to students was screened. The video also featured congratulatory messages and opinions from rectors of several higher education institutions regarding the Fund’s significance for society.
Chairman of the Management Board of the Student Education Loan Fund, Bahruz Azimov, delivered a presentation providing detailed information about the Fund’s establishment, areas of activity, objectives, mission, and strategic goals. It was noted that the Student Education Loan Fund was established under the Ministry of Science and Education by Decree No. 1367 of the President of the Republic of Azerbaijan dated June 17, 2021, and has been operating for four years with the primary aim of expanding access to education for citizens from low-income and socially vulnerable groups, ensuring educational accessibility, and creating equal opportunities in education.
It was reported that more than 86,000 applications have been submitted to the e-ttkf.edu.az electronic portal during the Fund’s operation period, and over 70,000 student education loan agreements have been formalized. Of these loans, 65% are standard loans (45,956 agreements), while 35% are social loans (24,437 agreements). Beneficiary students study at all higher, secondary specialized, and vocational education institutions across the country.
According to gender distribution, 63% of loan recipients are women (44,071 agreements) and 37% are men (26,322 agreements). This indicator demonstrates the Fund’s significant role in expanding access to education for women, particularly those from socially vulnerable families and regions.
Providing information on regional coverage, Bahruz Azimov stated that student education loans cover all regions of the country, increasing educational opportunities for young people in the regions. To date, more than 64 million AZN has been allocated for student education loans, of which over 39 million AZN accounts for standard loans and more than 25 million AZN for social loans.
It was emphasized that systematic awareness-raising and outreach activities have been carried out nationwide within the framework of the Fund’s activities. Over the past four years, meetings have been organized in higher, secondary specialized, vocational, and general education institutions across various regions, involving nearly 90,000 students, applicants, pupils, parents, and teaching staff. Thousands of citizens’ inquiries have been promptly addressed through the call center, social media accounts, and the Fund’s office.
The speech also addressed support mechanisms provided to students and graduates during the loan repayment phase. It was noted that free training programs, internship opportunities, and participation in career fairs have been organized to enhance graduates’ financial literacy and employment prospects. During the four years of activity, more than 3,000 students and graduates who benefited from loans were directed to training and internship programs, and mediation support was provided for the employment of nearly 400 graduates. For this purpose, Memorandums of Understanding have been signed with 9 educational institutions, 7 state bodies, and 19 private companies.
It was highlighted that no age restrictions are applied in the Fund’s activities, and that allowing multiple members of the same family to benefit from student education loans reflects the Fund’s socially oriented and inclusive approach. To date, 3,334 students from 1,667 families with two students, 123 students from 41 families with three students, and 12 students from 3 families with four students have benefited from student education loans. Overall, 3,469 students from 1,711 families have been supported through the student education loan mechanism.
Regarding repayment-stage benefits, it was stated that according to the loan provision rules, a certain portion of the loan is forgiven by the state for graduates with high academic performance during the normative study period. In this context, a 50% benefit was applied to 681 Social Loan agreements and a 25% benefit to 1,679 Standard Loan agreements for graduates with high academic performance, resulting in the forgiveness of nearly 761,000 AZN in total.
The Fund’s international activities were also highlighted, noting that the Student Education Loan Fund received an international recognition certificate within the framework of “QS Reimagine Education” in 2025.
In the current year, the Fund organized a two-month Volunteer Program, engaging volunteers in awareness-raising activities related to student education loans. In addition, training sessions were conducted for 108 designated representatives of higher, secondary specialized, and vocational education institutions to ensure the effective use of the e-ttkf.edu.az electronic portal.
Speaking at the event, Head of the Public Relations and Communications Department of the Ministry of Science and Education, Sabuhi Rzayev, highly praised the Fund’s activities, stating that the Student Education Loan Fund is one of the most successful institutions under the Ministry. He emphasized the importance of education in society and highlighted the Fund’s role in increasing access to education, ensuring social equality, and developing human capital, wishing success in its future activities.
At the end of the event, questions from media representatives were answered. The Fund’s leadership expressed gratitude to media representatives for their support in delivering comprehensive and timely information about the Fund’s activities to the public over the past four years.
